Problem with property manager...need advice

My question is : legally can the property manager make decisions without approval from me?

I have rented out my home with the same property manager for 2 years. I am now putting it on the market. The renters lease is up July 31, 2016.

I received an email from the propert mgr end of May saying tenants bought a home and will vacate June 30th. I said Ok when he does inspection please turn over keys to realtor so she can list it.

Yesterday I get my owner statement showing the tenant deposit refund, but no July rent payment. I email him and he replies that he agreed to terminate their lease in June to facilitate me selling the home. 

He never brought this up to me, even after the fact. I was in no hurry to sell 

What repercussions do I have?
