What is the appropriate charge for pet waste removal?

We have a poop scoop company and a client of ours was moving out of a rental property. We were supposed to do a final clean which apparently our new worker dropped the ball and didn't do. Since there was a small amount of dog poop (we'd been there the week before, with 1 small dog, in a tiny yard, like 30x15), the landlord did need to pick up the remaining poop there.  My question is, he charged $90 to do this. Even if he had hired a company to clean, it shouldn't have been more than a $30 charge (and that's even large for a company to charge for the amount that was there.) I'm taking about a 5 minute clean-up. Is there some sort of legality one can claim about excessive fees charged? I know there isn't a set fee, but we could easily show that it shouldn't cost anywhere near that to clean from quotes from us and other companies. Thanks for any help.
