Sub-metering a Multifamily in Milwaukee

Does anyone have any experience sub-metering a 4plex in Milwaukee?  I was just curious if anyone had a ballpark figure as to how much this would cost and what the variables would be that would factor into the cost to do this.  

On one hand, I'm not sure that sub-metering would even be a good idea since almost all duplexes and multi-families in Milwaukee have the water paid for by the owner.  Therefore, sub-metering the water may put your rental at a disadvantage if you are the only owner doing that.  

The reason it crossed my mind is that I'm closing on a 4plex next week that is completely occupied and the the owner's last two quarterly water bills have been $1,600!!!  I went through with my plumber recently and there were a few leaky faucets, but nothing that would amount to a bill that high.  I figured $700-$800 would be about average for a 4plex with all 2 bedroom units. Sewer and trash are also included on the bill as well.  The tenants have their own washers and dryers so it's entirely possible that someone might be doing laundry for the entire neighborhood to cause the bill to be so high.
