Trash Dumping Problems

I have a property which is mixed use, first floor salon and 5 apartments. I thought to myself a good landlord would provide a dumpster for the tenants to use. This is turning out to be a nightmare. The people from the neighborhood have been bringing there trash and dumping it next to the dumpster, (the dumpster has a lock on it). The trash removal company comes and dumps the trash that is in the dumpster leaving behind what's outside. The people continue to bring trash and it just piles up. 

Obviously this has lead to citations for trash, that doesn't even belong to my tenant, (and af fine for not having a dumspter medaillion.....????)

I'm torn on on if I should just cut my losses and get rid of the dumpster, or leave it open and pay for another pickup day, and just let the people dump the trash. I've considered buying large trash cans for each tenant that they can store their trash in until the regular trash day. 

Any advice on battling the trash dumping neighbors?
