Arrear Claims

Hi everyone, just wanted a little advice. I have a benefits tenant who owes me two months rent. He's had the money but spent it. I have issued him with a section 8 with proceeding threatened to start on 20th. Tenancy agreement is for monthly payments and benefits paid every two weeks so when benefits money finanlly came it knocked arrears back a few days less than two calander months. Does this mean I can't proceed with possession order anyway. Secondly, I thought I might have a go through small claims to recover money paid weekly in arrears or something. Does anyone know if I have to send a letter or where there might be a templete letter to send to warn tenant of my intentions to take him to court for money. Do I have to wait until 20th as well before I send him anything else. Benefits office have now started to pay their part of the rent but I am unable to raise the tenant on the phone etc to get the arrears or his side of the rent. Sorry if question a bit rambling but I'm new to all this.
