Vacancy advertising and number of applicants

During recent vacancy advertising the number of applicants is has increased by a factor of 10. Does everyone else see this? When pre screening; 95% of the applicants do not pass the most basic normal and non strict requirements. If this is the new world order, how do we handle this volume of tire kickers?
