Tenant moved out without notifying PM.

Tenant in sfh has not paid rent in three months and PM cannot contact them. Neighbor says tenants have moved out of house. House is basically empty with some odds and ends left behind. Can I just assume tenants have moved out and change locks and occupy the house if I cannot contact tenant to verify they left? This is in Pennsylvania. Thanks for your feedback.
