Applicant income source - Foster kids

If the only source of income prospective tenant has is income from foster parenting, how would you respond?

In California, the foster care payment is not income to the foster parent.  It is a payment for the expenses of the foster child and the foster parent is they payee for the foster child.  Foster parents when they apply for licensing have to show a household budget that shows how they pay for their own expenses because they are not supposed to be living off the foster child's money.
