elecrtical service

I recently sold a 2 unit apartment.  the electric service was on one bill.  therefore we paid the electric bill.  When we sold this property the buyer new the electric was on 1 service.  My question he is saying it isn't legal.  And wants us to foot the bill to have the electric separated.  He bought the property as is.  The unit has been registered with the city as a two unit rental.  This unit it is in Saginaw , mi
