Coordinating a shared driveway improvement with 6 owners?

I'm the owner of a 4-plex that shares a rear paved "street" with 5 other 4-plex owners. The condition of the street has degraded over the years to the point where we now need to do significant work. I'm wondering if folks here have had any experience coordinating this large of a project. There's no HOA for our units and I'm having some difficulty contacting the various owners.

Any advice on how to handle this situation? Do we get individual quotes, even though the work needs to be continuous? How do you motivate owners who aren't ready to do the improvement due to financial situations. Do we need to setup a temporary HOA with bank account to collect funds with the intent to do this improvement?
