Tenants Pay For Screening?

Do most landlords have the prospective tenants pay for the tenant screening service, or is it a shared expense?  With pricing ranging from $19.95 to almost $45.00, that could get pricey if the landlord covers the cost, but it could also get pricey for the tenant.  I have read where some landlords will apply that amount to the first month's rent if the prospective tenant is approved, but what about the ones who aren't approved?  Not having personally rented in a few decades, I'm a little hazy on how this is handled now.
