RUBS- Ratio Utility Billing System.

1. Does anyone know where I can find legislation on rubs in Los Angeles, California? How is it regulated? How can it be added to property?

2. Is possible to use RUBS and bill back the tenants

3. If not, is there another way to bill back for utilities?
