Water, heat, electricity etc

Hi BP I'm about to place my condo property in Woodside, queens up for rent. I've calculated the costs but just realized I forgot about water, heat, electricity. Should I put that under the new tenants name and have them pay for it or just increase the rent price and say utilities included. Thanks for your help
