Section 8 inspection

Hi All,

I'm new to section 8. They canceled the first two inspections and now I'm running out of time if there are any issues. The house is located in CT. 

I've looked everywhere but I can't find info on two things. 

First it's a very old house (1893) and some of the outlets aren't grounded correctly. I put three prong outlets in and tested them but the failed. Can I put in two prong outlets and pass?

There's chipping paint on the foundation outside. I plan on fixing this when it gets warmer.  The tenant I have lined up said that might be an issue. 

Anyone have section 8 experiance?

Umm, unless you changed ungrounded outlets back to two prongs, tomorrow won't go well. All the new houses we've put on Section 8, the guy tested every single outlet.

As a note, it's against all the rules, especially in the rental business to have three prongs on ungrounded circuits. We had a tenant one day come to our door, presented us with a bill for changing all the outlets to 3 prongs. He was very pleased with himself. My wife handed him a 10 day fix with cure notice. He was less pleased with himself.
