How to determine buy and hold is a C/D property?
I am looking at a buy and hold in Westminster MD, 3 bed 2 bath listed for 60k. It is located in an area considered somewhat risky? How can I determine the level of risk in area. I haven't walk through the house but it definitely needs work 20k probably conservative estimate. Any suggestions on how else to determine area?
