Section 8 Outlets

Hi All,

I've searched on google and in BP but haven't found a definitive answer on outlet requirements. I have a house that was built in 1883, since renovated, but some of the older outlets aren't grounded properly. Both outlets in each of the upstairs bedrooms are 3 prong outlets, but when tested come up with "no ground".

My question is, can I replace these 3 prong outlets with 2 prong outlets and pass a section 8 inspection?

The property is located in Bridgeport Connecticut.
