Apartment complex smoking

Greetings everyone My mother lives in an apartment complex that allows smoking in your home in Michigan , the smokers seem not to care if the smell gets into the heating system and gets into my mothers place . Are there any type of action I can take to with my the property manager to take this issue seriously , please give me some advice please I can't stand this
