BGE utilitiy costs in Baltimore County

I was curious to hear from my fellow Baltimore County Maryland investors. I've noticed a few of my tenants have mentioned that they get pretty high bills from BGE. The bills are in the $200+ range for small 2-bedroom apartments that are no more than 700sq ft. I don't know the breakdown of gas vs electric.

But it does sound high. The bill last month in my house--which is much larger--was about $270 or $290. The tenants have all mentioned that they keep lights off when not in use, don't adjust the heat high.

Could is still be "user error" or is there something about BGE prices in Baltimore County?
When a unit is empty, I typically get bills around $35-45.

    Perhaps you could suggest budget billing to them. BGE estimate the annual usage and breaks it down into equal payments.
