Landlord has vicious dog

My landlord has a vicious chihuahua and she leaves him out when I'm trying to do laundry.  I've told her numerous times that the dog bit me once without being provoked, and that he still growls and is dangerous when out when I'm trying to do my laundry.  She doesn't seem to care.  She still leaves him out.  I take a stick to protect me in case he lashes out. She says to not bring a stick.  Is it posible to get some form of legal documentation forcing her to kepp her dog penned up when her 3 tenants are trying to do their laundry?   Can someone please help?  This just doesn't seem legal for a landlord to get away with this!!  I've been looking for more affordable housing over the past 6 months in West L.A. but it's really hard to find someone to reply back to phone calls and emails.
