Renting to Section 8 tenants in Baltimore

Today I heard something new about renting to section 8 tenants in Baltimore.  I heard that if the house next door to is empty, the city will not approve th rental.  If the empty houses are a few doors away that is OK but not next door.  What is the rationale behind that?  Who knows about these things?  There are a lot of empty houses in Baltimore.
