Rental Property Insurance

Ugh - just renewed my rental property insurance - and it's up 27% YoY - and up +40% over the past two years. It's a duplex built in 1910 (Lakewood, OH - there are zillions of them). Rough specs:

1. Value (county, and re-fi appraisal) ~145k

2. Insurance company rebuild cost estimate 291k

3. Insurance company replacement cost insurance 204k

4. Annual premium - $1,649 (just paid) 

Do these numbers seem correct? Agent is telling me that today it can only be insured for actual cash value - and that I'm lucky to be getting covered at replacement value (204k). 

Thoughts?
