Tenant moved out and left a car

I have a house in Katy TX. My tenant moved out a month ago after a warning notice to evict or pay rent. Unfortunately he left none working car inside the garage. I am not sure if can just tow it away. Any advice will be appreciated?

It has to be a bonded towing company, because they'll have to keep in in their bonded yard, while they go through the legal process of auctioning it off. 

If the car is too old and the towing company doesn't want it, maybe it could roll accidentally onto the street and stay at the curb, until someone calls the police, they ticket it and then tow it.
