Issues with the Water Services (KC, MO)

I have spent the last TWO months dealing with the KC Water Services company. The Water shutoff valve in the front of my new property is completely broken and needs to be dug up and fixed. 

I've spent days trying to get people out to fix it. So far they have sent several supervisors, but no one to do the actual work. I was wondering if anyone has ever been in a similar situaion and wondering what you did to fix the issue when dealing with a Gov. Organization.

Apologies, if this isn't the right forum. I'm really just at my wits end here...

It certainly could. As a DPW/Engineerinh employee in my (small) town, I could just about assure you that we would be concerned about such a thing. Getting your municipality's public works department (or whoever manages your town's roads) involved could get something rolling with the water department.
