Who pays heat & hot water if each unit has separate meters, BX/NY

Hi,

In a  legal 3 family home when each unit is separately metered (heat, water tanks, electric) who pays for what? Is it legal to have each tenant pay for their own heat, water in general, and hot water?  The property is located in the Bronx, NY.  The NYC HPD website is ambiguous.

It reads, "Heat and hot water are required to be provided for all tenants (although based on your lease you may be required to pay for gas, fuel, or electricity to run heating equipment).

Property owners are required to provide hot water 365 days per year"

Which is it? Do landlords need to provide heat and hot water, or just the means to run it?
