Hello Everyone,

I am new to the site.  I was wondering if there is any software that I can use to file a complaint.  

Let me explain -  My friend currently live in a section 8 housing.  He has complain numerous time about the pipes that needs to be fixed.  He is still fighting the fight. This has been going on for 3 weeks now.  

Is there a software or anything where he can use as a ticketing system and send to the higher ups?
