Turn Around Cost Estimating

Is anyone using a software product or cost estimating program for "turn around" or "make rent ready" expenses.  Something that I could train my inspector to use for creating the security claim and handing off to vendors to set the price for them to complete the work?  If not I am going to create one.  This is consuming too much of my time and I am sure can be done more efficiently by someone I can pay $15.00 to $20.00 per hour if I had the right system.
