Regulations and Licensing for Renters

I want to start a non-profit organization that will rent or sell homes to low income families. What sorts of regulations/licensing do I (acting as Chairman of the Board of Directors and chief property manager simultaneously) need to be knowledgeable of during the founding and operation of said organization? I'm trying to flesh out a business plan, but I'd rather not spend months poring over local, state and federal law and code...
