fire damage

I found a house that is burned on the inside. They said the roof is coming down adn they wont let me inside until i fully paid for it. i cant inspect it. The city is aware of it and I hve to go through the city. This is in los angeles. Anyone know exactly what i have to do to flip this house? is it expensive to make a burn house new? do i have to rebuild everything .. am i just buying the land?

@Susan Capeta  I don't mean to sound abrasive, but it's impossible to know how much your rehab will be with such generalized information. Also, if your considering a project like this and don't have any game plan on how you are going to attack it, it is probably too much to get into with your particular experience level. It only takes a few mistakes to get buried. Now, if you have more details and photos, I can lay put a more specific game plan.
