Carpet replacement and painting after living here over 7 years

I am FINALLY having my carpet replaced and painting done in my efficiency apartment i have been in over 7 years. I am being told i NEED to help to get it done because they don't HAVE to do either!  I have a friend over watching the cat's because i am at work and don't trust them..The whole day she has to work with him. A 62 Y.O. woman who is disabled with M.S. Is this true? Or is there so long in Ma. that they have to do it anyway? The carped is being replaced first of all because they cut a 5 foot slit in it and stuck a fan under it to dry when this place got flooded twice because of their drainage system outside for rain water.. If anyone can find me an article # for this in my area please let me know....
