mother & daughter conversion

Hey Guys

i am interested in making an offer on this big single family home in NYC (nassau)

i would like to convert it to a 2 fam I spoke to the owner who tried to do the same but she did not get the approval but she told me i can do a Mother and Daughter conversion instead.

I would like to know how long is the approval process?

will i have to show proof that tenant is a family member before they can move in?

Any architect referral in NYC would be greatly appreciated!
