NJ State Inspection - Lead Paint Law

Anyone up on this subject? I just had a 5 yr green card inspection and was ripped apart. Seems I must now go to school to paint my own apartments due the the 2005 Lead Abatement Law. If anyone is familiar with this I would be most appreciative if you could enlighten me. Thank you.
