Can you discriminate against potential tenants coming from bed bug infested complex?

I have a home with a legal suite in the basement.  I live in the property and am extremely nervous about having bedbugs introduced to my home by a new tenant.  Can I legally ask and deny tenancy to someone coming from a complex where there have been bedbugs reported?
