securing eletrical outlets

Hi,

we have an apartment building that has eletrical outlets in the bottom floor hallway.  recently one of the tenants told me that sometimes non-tenants will stop buy and use the outlets to charge their phones.  How do I secure the outlets so no one use them but us.....
