Water in garage

I'm in texas, I have a home that when it rains hard or for a long period of time, water comes under the door and into the garage about 3 feet in. Everytime it rains I get the dreaded tenant yelling and upset call. 

We put in a sump pump and drainage system that helped some but some water is still coming in the garage only. Is there a legal issue if I don't do more and let the water come in the garage when it rains?
