Water in garage

I'm in texas, I have a home that when it rains hard or for a long period of time, water comes under the door and into the garage about 3 feet in. Everytime it rains I get the dreaded tenant yelling and upset call. 

We put in a sump pump and drainage system that helped some but some water is still coming in the garage only. Is there a legal issue if I don't do more and let the water come in the garage when it rains?

Without pictures and knowing exactly how water is coming in its hard to make a recommendation for a fix. You say that water is coming in under the garage door. It is possible that if you have a concrete drive way its is not sloped down toward the sidewalk so that rain water will run off. You can also try putting in a deep channel about 6 : wide with a grate. This will allow a car to be driven into the garage and also catch all the water near the garage door. At one end of your channel I would install a drain pipe to take the water out to the street. Again without pictures its hard to say but yes I would get a professional out to the house and have them make a recommendation about how to handle the problem. 

I cannot tell you about what legal issues you may or may not have but you do want to do things to have your property protected and keep yourself from any potential problems with a tenant that can possibly have a case that can be brought to court. If you yourself do not understand drainage problems then get the opinion of a drainage professional.
