Possible Eviction in WV

Tenant signed lease in August 2014. November stated job change requested security deposit be use as rent. I agreed as long as deposit was replaced (we talked about February 2015). As of now, the security deposit has not been replaced. Since November, the payments have come in $425 and $200 portions which made (makes) the rent late every single month. I had a clause in for late fee which I have ignored since November since I can't even get the rent on time let alone late fee. One month, he wanted laminate flooring which I paid for and he did the work for a reduction in rent. Wasn't a bad deal. I am informing him today that rent is to be caught up by August 30 as well as the security deposit. The reason August 30 is b/c in the lease I stated I would send him a letter 120 days before lease renewal reminding him to send me a letter of intent of renewal. I was a bit late and decided to give him until August 30. He is now stating the roof is leaking around a skylight (which it probably is) and he wants carpet and paint. I have refused carpet and paint but told him I would fix the leak. Am I being too nice? Too mean? Should I pursue eviction? He seems like an OK guy but always wants to work off the rent. I don't like that. I want him to pay rent on time and I will take care of any qualifying issues. This is my first rental. I was forced into since it is a mobile home and banks do not give loans for these unless you have good credit and a solid down payment. Any suggestions?
