Property Manager Fail?

Hello BPers, 

Hoping to get some expert advice/guidance from real estate legal pros on this one.

I've requested our property manager to conduct a home inspection and to provide  pictures of our property approximately 4 weeks ago.  3 weeks ago a new property manager was reassigned to our home and stated she had an appointment to conduct an inspection that week and would let us know the results, along with photos by end of week.  Again, this was 3 weeks ago.  

I've emailed her twice (I live overseas) since then with no response each time.  I've looked into our lease contract to check if property inspections were required at a certain interval, but found nothing.  However, I did see in the 'Services required by the property manager' a statement to refer to the Georgia Association of Realtors (GAR) Form F18, Services to Be Performed By a Manager.  I don't recall ever filling one of these out during the contract agreement.

My questions are: 

1. Is the property manager required to provide a F18 to be completed by owner?

2. Is the property manager required to conduct home inspections, by law, regardless if at owner's request?

3. What legal recourse do I have for no response or report back after 3 weeks of no communication / report of inspection?
