Can you legally send a past tenant whom you have a judgement against from small claims court a 1099, is this kind of like some credit card companies do when they settle for less than owedI

Why don't you send it to collections?  Some of the landlord collection agencies have really cheap options like a one-time fee of around $20 to send one collection letter and then they also report the debt to all three credit bureaus.  And it would be reported as a landlord debt.  That might get their attention. If that doesn't work, you could pay for more of their services.

Just google "landlord collection agency," and you'll get several options.  I thought this one looked good.  I have never used any of them.
