what should they do??

I have a friend that was going to move into his new apartment over the weekend,however, he ran across a problem. He started to take a few things over to his new place and one of the residents asked him if he was moving in,he said yes. The resident told my friend that he may want to reconsider because there as been a few drive by shootings,and/or gang activity. She also stated that he has 72hrs to get his money back...Question is...Can he get his money back and this not be counted against him or his credit??? Please advise,
