"BP" Smart move recommendations

We have been using the BP tenant screening link with good success. It is easy to understand and has a nice layout. I just had a prospective tenant apply and it was recommended that I deny her. Reasons: Derogatory public record, excessive collections, and low credit score. This is one of the first ones that I haven't really agreed with. 

Collections she had one collection 3 years ago for 1200.00 to Verizon. I know from working in communications that if you can't afford your bill you get late fees and ultimately early termination fees. So I understand that. One collection doesn't seem excessive though considering we have had other applicants with higher frequency and dollar amount. 

Derogatory public record: She had a ticket for a passenger not wearing a seat belt. Derogatory implies a more abhorrent behavior in my opinion. 

Low credit: This one makes some since it was a 570. However in our "tenant pool" this is about average for the most part. Tenant's only item building credit is a car loan. No other CC's or anything. 

Just curious if you guys have had similar experiences and what your thoughts would be on this particular tenant. I am leaning towards looking more into them with the possibility of an offer to lease if that all checks out.

I would probably take her if those were the only issues.  I am surprised the collections dropped the credit score that much unless she was late on the auto loan or had other charged off CCs or such.  Any evictions or other issues?  How is her income?
