War zone

Does anyone have a hard and fast definition of what a war zone is?  I know generally it is an unsafe area with high violent crime.  What I am looking for is does anyone have a specific number of what high violent crime is?  Being a CPA I am big on numbers and believe this would rule out areas quickly.  I use neighborhoodscout.com to get some general information.
