best place for an apartment complex

I am from Atlanta,  I went to jacksonville and noticed that houses are cheaper than in my hometown,  so, I a mm trying to invest some money on an apartment complex,  so, I would like to know where that would be, since I don't know the city, I don't wanna make mistake
