Section 8 FMR

Hi, I'm an investor in Pittsburgh and I want to rent a 3BR home to a Section 8 tenant, however, the local housing authority has set the FMR around $300-$400 lower that is market rent for this house. I have not yet committed to rent to this Section 8 voucher holder. Any suggestions?
