Flooding need guidance, Mcallen TX

Hello fellow investors. This is my first post in BP. Need some guidance. My rental property in mcallen tx got flooded due to the record rains. Water got into the property, ankle level high. Unfortunately my insurance does not have flood coverage and nor is my house in a flood zone. The kicker is on my street, my property was the only one that got hit while the others were ok and most likely due to mine being at lower elevation (maybe).  Additionally, my property is next to a storm drain (I think), so not sure it got over whelmed or blocked. i have yet to call the city. I call some calling ard to water restoratioon company and they are crazy with ready to hit the group. One said to sign a retainer for 10k. Are you kidding me!! 

Anyway, looking for some relief, ideas, thoughts or prayers :-) Anyone in same boat or has been thru this situation? Are there any relief programs for landlords to help with restoration or financially. My property is located in hidalgo county. Any help would be appreciated.
