What's my best option?

Good afternoon BP. Here's my dilemma. I purchased a duplex back in November of 2013. I stay in boothwyn pa. We just got a few days and heavy rain and my basement is taking on water. Not flooding but it seems to be coming through the floor. The sellers disclosure talks about moisture but not to this extent. I spoke to a contractor he suggested a French drain. Starting price is 6500. My question is is there another way to keep the basement dry? Or do I go after the precious owner for compensation? What would you do if you were in my shoes? Thanks in advance
