HOA raising renter fee on short rentals from $25 to $100 per

Hi, anyone has any advise or has gone through this with their association. I own 2 rental homes in a recreational area and the HOA has been looking for ways to make more money. They have just informed me that will raise the vacationer instance from $25 to $100 per stay. They know they can't legally prevent people from renting but I think they are trying to to make it harder by hitting my pocket. Any thoughts or experiences in dealing with this. Their explanation was added administrative efforts and people complaining, which is not true, but I am missing the correlation to adding 300% to the original cost. thanks
