Lead Cert & Rental Registration: Has anyone been able to rent out prior to obtaining?

I just finished rehab on my first Cleveland property and we're waiting on the lead certificate to come back which I'm told 30-60 days. I have a rental agent in charge already established and started the rental registration, but am I really needing to wait up to 2 months to get a tenant in there? Has anyone also finished a project since the new rules came to place but placed a tenant meanwhile before they had these?

 You can throw some tenants in there, nobody is going to come there and lock your door. But it is technically illegal to do so. Should you run into an issue with said tenant and need to evict or should city know you placed them in there, you expose yourself to potential fines. Up to you on how big of a deal that exposure is. The city of Cleveland is a terribly inefficiently ran city.
