Giving tenant 90 day notice question

Does anyone know if we give a Housing Authority Tenant notice that we do not intend continue renting (and provide a 90 day minimum notice). Our 12 month lease ends October 31st for San Jose, CA. When is the latest date we have to provide the notice in order to not have to pay their moving expenses?    We do not want to list the actual cause (to avoid eviction), and if we list as no cause, do we still have to pay them several months rent for them to move? (if we provide the notice prior to the end of October 31?). Thank you!
