Tenant paying for garbage collection?

I have a rental in a new rural development that does not have city garbage pickup. Most neighbors just use local dumpster providers, is it my responsibility to pay for the dumpster? Should the tenant arrange for it and pay for it?

Tenants should always pay for their own utilities, whenever possible.
