Tenants complaining of people outside their unit

I have two, single floor duplexes that are on an alley. Recently, my tenants have expressed concerns of people hanging out in the front of their units, creating some uneasiness - to the point where they want to exit their lease for safety reasons. I’m looking for ideas on safety measures that I should consider or ways to eliminate the lingering by unwanted guests. This is a public alleyway and I can’t put a large fence in front of the home.
